
Rwanda is planning changes to staffing structures across district, sector and cell administrations, including creating new positions and merging departments, under proposals aimed at improving public service delivery and strengthening economic and social development.
The proposed organisational structures, outlined in a document prepared in 2024, include new roles, renamed positions and the abolition of jobs whose responsibilities overlap with those of other employees or can be handled digitally.
At cell level, staffing would increase from two employees to four, with the addition of a citizen service delivery officer and an agriculture and animal resources officer. The existing socio-economic development officer, commonly known as SEDO, would be renamed economic and human capital development officer, with responsibility for economic development and residents’ welfare.
At sector level, the proposed structure would provide for 14 employees. Eight would work in two specialised teams covering economic development and human capital and social protection, while six would serve in the executive secretary’s office.
The economic development team would cover agriculture, livestock, land, infrastructure, business development and cooperatives. The second team would focus on health, sanitation, education, insurance and social protection.
At district level, the proposals would merge business development and employment functions with agriculture and natural resources to form an economic development unit with six staff in rural districts.
The social development, health and education departments would also be combined into a human capital and social protection unit with five employees.
Several positions in rural districts are proposed for abolition, including corporate services division manager, constituency affairs officer, receptionist, billing officer, land valuation officer and IT/MIS officer. Some responsibilities would be transferred to other staff or handled through the IREMBO digital services platform.
The gender and family promotion officer position would move to the human capital and social protection unit and be upgraded to specialist level, with additional responsibility for social inclusion.
According to information obtained, staffing changes at cell level are expected to be completed by February 2027, with the wider restructuring reaching district level by July 2027.
