A new digital platform launched by Rwanda’s National Land Authority is expected to help government officials identify delayed land cases, monitor how staff handle them and improve the delivery of land services.
The Data Access Portal was launched by GanzAfrica in partnership with the NLA and the Ministry of Environment. It is designed to bring together land information and make it easier for authorised users and institutions to access the data they need.
NLA Director General Grace Nishimwe said the platform would give national and district authorities a clearer picture of pending files, particularly cases that have remained unresolved for more than 30 days.
She said this would allow officials to identify delays and take action to speed up the resolution of residents’ complaints.
“The platform gives us and all districts a picture of the cases we have, including those that are delayed. We can see cases across the country that have taken more than 30 days and monitor how staff are handling them,” Nishimwe said.
The launch comes as the NLA continues to deal with a large number of land-related complaints. Nishimwe said the authority had received about 140,000 cases over the past two years, of which 103,000 had been resolved through the AMAKURU system. The remaining 37,000 were still being handled.
The portal is also intended to make it easier for residents to follow the progress of their applications and receive notifications when a case has been put on hold.
Akumuntu Athanase, the acting Director General in charge of technology at the Ministry of Environment, said the platform builds on the Land Administration Information System (LAIS), which was developed to register and manage land records.
He said the government had also upgraded AMAKURU to improve residents’ access to information about their land, including registered documents.
Uwase Jeanine, an analyst at GanzAfrica Foundation, said the new portal includes access controls to ensure that land information is only available to people authorised to view it.
The initiative is expected to support faster access to land data, improve monitoring of cases and help authorities make decisions based on more accessible and organised information.
