Rwanda looks to coordinated AI plan to boost jobs and digital public services

Rwanda is looking to coordinate its digital technology and artificial intelligence strategies as it seeks to expand digital infrastructure, create jobs and improve services delivered by government.

The proposal was outlined by Yves Iradukunda, Minister of State for ICT and Innovation, during the Global AI & Digital Summit 2026 in South Korea. The meeting brought together government leaders and other stakeholders to discuss cooperation on digital transformation and artificial intelligence.

Iradukunda joined discussions on Digital and AI Compacts, frameworks designed to help countries align their technology priorities and turn policy goals into concrete programmes.

He explained how Rwanda intends to bring its existing digital and AI strategies together under one coordinated programme, supported by clear objectives and collaboration among different partners.

The plan focuses on three priorities: developing the infrastructure needed for digital technologies and AI, expanding opportunities for employment, and improving public services through digital delivery.

For Rwanda, coordination is intended to connect existing initiatives and provide a more unified direction for technology development. Infrastructure, skills and cooperation among public institutions and other partners will be important to turning those ambitions into practical outcomes.

The summit’s discussions centred on the implementation of national digital and AI goals, with participants examining how shared strategies and international partnerships could help countries make progress.

Rwanda has identified technology as an important part of its economic development agenda, including efforts to improve service delivery and develop skills suited to a changing labour market.

The focus on a coordinated approach places implementation at the centre of the country’s AI ambitions, linking technology policy with the practical goals of employment creation and more accessible public services.
