Uganda’s Chief of Defence Forces Gen. Muhoozi Kainerugaba said relations between Uganda and Rwanda are improving after a two-day visit to Kigali that included talks with President Paul Kagame and senior military officials.
Kainerugaba, who arrived in Rwanda on July 25, held discussions with Kagame, Rwanda Defence Force Chief of Defence Staff Gen. Mubarakh Muganga and other senior commanders on bilateral relations, military cooperation and regional security.
In a message posted on X after the visit, Kainerugaba thanked Kagame, First Lady Jeannette Kagame and Muganga for welcoming his delegation to Rwanda.
“We had excellent discussions about our bilateral relations,” Kainerugaba wrote. “Uganda-Rwanda relations are stronger and warmer than ever.”
He also praised the leadership of Ugandan President Yoweri Kaguta Museveni and Kagame, saying their efforts had strengthened ties between the two countries, which he described as “brotherly countries.”
During the visit, Kainerugaba and Rwanda Defence Force officials discussed ways to further enhance cooperation between the two militaries.
Kagame and Kainerugaba also discussed regional peace and security, Rwanda’s Office of the President said, adding that the talks focused on strengthening bilateral relations and promoting stability.
The visit comes as Rwanda and Uganda continue to deepen engagement after years of strained relations between the neighbours.
Kainerugaba was welcomed at Kigali International Airport by Muganga. Other officials present included Maj. Gen. Willy Rwagasana, commander of Rwanda’s Republican Guard, and Uganda’s Defence Adviser in Rwanda, Col. Ezekiel Matsiko.
The visit was Kainerugaba’s second trip to Rwanda since 2025. During his previous visit, he held talks with Rwanda Defence Force officials on military cooperation and visited the Nyakinama Military Academy in Musanze District.
