The agreement requires countries to gradually reduce the production and consumption of hydrofluorocarbons (HFCs), gases commonly used in refrigeration and air conditioning that contribute to global warming.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWeWwAAxENq-1024x683-1.jpeg\" alt=\"\" class=\"wp-image-5109\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWeWwAAxENq-1024x683-1.jpeg 1024w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWeWwAAxENq-1024x683-1-300x200.jpeg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWeWwAAxENq-1024x683-1-768x512.jpeg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Nsengiyumva said the transition requires countries to expand access to climate-friendly technologies while investing in electricity infrastructure, technical skills and local industries. He also called for stronger international cooperation and greater involvement of developing countries in decisions affecting the transition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rwanda\u2019s Minister of Environment, Dr Bernadette Arakwiye, was elected to lead MOP38, according to the Ministry of Environment. The meeting, running from November 2 to 6, brings together countries to review implementation of the Montreal Protocol and discuss further measures.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWRWUAAGVqI-1024x683-1.jpeg\" alt=\"\" class=\"wp-image-5107\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWRWUAAGVqI-1024x683-1.jpeg 1024w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWRWUAAGVqI-1024x683-1-768x512.jpeg 768w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/11\/HWWrcWRWUAAGVqI-1024x683-1-300x200.jpeg 300w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Kigali Amendment builds on the Montreal Protocol, adopted in 1987 to phase out substances responsible for ozone depletion.
