Instead, they should reflect on their performance and identify where they need to strengthen their efforts.

“Times change, one year ends and another begins, whether we are continuing in responsibilities we already held or taking on new ones. What is very important is to choose to assess ourselves and understand how we used to do things in the past and how much time the new responsibilities require of us,” he said.

He added that self-assessment should be a responsibility for every leader, regardless of their position.

“This is a moment to reflect so that people continually look for ways to perform better,” Kagame said.

The President said the quality of public officials’ work directly affects citizens, noting that good performance benefits the population, while poor performance also has consequences for them.

Those sworn in were Julienne Uwacu, Minister of Public Service and Labour; Judith Uwizeye, Senator; Claudette Mukashyaka, Auditor General; and Gratien Kubwimana, Deputy Auditor General.

The appointments were made by the Cabinet on October 26, 2026, with the leadership changes announced the following day.

Uwacu previously served as Minister of Sports and Culture from February 2015 to October 2018. Before her latest appointment, she was Director General in charge of Itorero and Culture Development at the Ministry of National Unity and Civic Engagement, a position she had held since January 2024. She later served as Executive Secretary of Unity Club Intwararumuri.

She replaces Uwizeye, who has joined the Senate after serving as Minister of Public Service and Labour.

Uwizeye was appointed Minister in the Presidency in the government announced in July 2025 before taking up the Public Service and Labour portfolio in June 2026.

She studied law at the former National University of Rwanda, graduating in 2006, and went on to pursue postgraduate studies at the University of Groningen in the Netherlands, specialising in International Economic and Business Law. She began teaching in the law department of the National University of Rwanda in 2006.

Mukashyaka brings more than 15 years of experience in financial auditing. Before her appointment, she served as Director General in charge of Internal Audit at I&M Bank Rwanda, a position she had held since 2021. She had also worked at the Office of the Auditor General.

She previously served as vice-president of the Institute of Internal Auditors Rwanda, representing the private sector, and chaired the Audit Committee of the Board of the Parliament of Rwanda. She holds a bachelor’s degree in economics from the University of Rwanda, where she graduated with distinction.

Kubwimana, who was appointed Deputy Auditor General, previously served as Director General in charge of Local Government Audit, Projects, Programmes and Specialised Audits at the Ministry of Finance and Economic Planning, a position he held from 2024.

He has also held finance and internal audit roles at the Rwanda Utilities Regulatory Authority (RURA), the Ministry of Finance and Economic Planning and the former Kigali Institute of Science and Technology (KIST).

President Paul Kagame has urged public officials to regularly assess their performance and find ways to improve their work as responsibilities and national priorities evolve.
