{"id":4322,"date":"2026-10-07T10:54:22","date_gmt":"2026-10-07T10:54:22","guid":{"rendered":"https:\/\/thedawnrwanda.com\/?p=4322"},"modified":"2026-10-07T10:54:22","modified_gmt":"2026-10-07T10:54:22","slug":"dr-bizimana-traces-roots-of-genocide-ideology-to-discriminatory-state-policies","status":"publish","type":"post","link":"https:\/\/thedawnrwanda.com\/index.php\/2026\/10\/07\/dr-bizimana-traces-roots-of-genocide-ideology-to-discriminatory-state-policies\/politics\/","title":{"rendered":"Dr. Bizimana traces roots of genocide ideology to discriminatory state policies"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"594\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-06-at-19.29.34.jpeg\" alt=\"\" class=\"wp-image-4325\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-06-at-19.29.34.jpeg 900w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-06-at-19.29.34-300x198.jpeg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-06-at-19.29.34-767x506.jpeg 767w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Rwanda&#8217;s history of discrimination was shaped by political leaders who promoted policies that divided citizens along ethnic and regional lines, Minister of National Unity and Civic Engagement Dr. Jean Damasc\u00e8ne Bizimana said Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at a Unity and Resilience forum in Kigali on Oct. 6, Dr. Bizimana said discriminatory policies introduced by successive governments became embedded in political parties, state programmes, public speeches and institutions, including schools.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/haganiriwe_ku_bumwe_n_ubudaheranwa_n_icyabuzamura-d3294.jpg\" alt=\"\" class=\"wp-image-4323\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/haganiriwe_ku_bumwe_n_ubudaheranwa_n_icyabuzamura-d3294.jpg 1000w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/haganiriwe_ku_bumwe_n_ubudaheranwa_n_icyabuzamura-d3294-300x200.jpg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/haganiriwe_ku_bumwe_n_ubudaheranwa_n_icyabuzamura-d3294-768x512.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">He said the policies adopted under President Gr\u00e9goire Kayibanda&#8217;s PARMEHUTU party were later continued under President Juv\u00e9nal Habyarimana, whose government formalised ethnic and regional quotas in access to education and other public institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Bizimana cited Habyarimana&#8217;s political programme announced in August 1973, shortly after he took power, as an example of how discrimination was institutionalised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the programme set admission to secondary schools according to ethnicity and region, meaning academic ability could not by itself determine whether a child was admitted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under a policy overseen by Education Minister Thad\u00e9e Bagaragaza, Bizimana said, quotas were set at 89% for Hutu students, 9% for Tutsi students and 1% for Batwa students. He said Col. Aloys Nsekalije later continued the same approach as education minister.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bizimana said discriminatory ideas were also promoted publicly, including in Habyarimana&#8217;s speeches, where he referred to policies aimed at educating or advancing the interests of the \u201cmajority,\u201d meaning Hutu rather than all Rwandans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe great misfortune Rwanda had was having presidents who did not see themselves as presidents of all Rwandans,\u201d Bizimana said, referring to Kayibanda and Habyarimana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the consequences became increasingly visible as the policies were implemented, but that warnings from citizens were not acted upon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Bizimana recalled that Habyarimana once spent about six weeks touring the country and was asked questions that pointed to the dangers of continuing discriminatory governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to concerns about tensions between Hutu and Tutsi, Bizimana quoted Habyarimana as saying: \u201cThose Tutsi who provoke the Hutu do not know that if unrest returns, it will affect them. The Hutu are the majority, and power belongs to them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former military officer Col. (Rtd) Wenceslas Nizeyimana gave a personal account of how ethnic and regional discrimination affected his education and military career.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nizeyimana said he grew up hearing descriptions of how Tutsi people were supposedly physically different, but never found those descriptions reflected in the people he knew.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said similar ideas followed him when he went to study in Nyanza, where he expected to find large numbers of people matching the descriptions he had been taught. Instead, he said, he found that the stereotypes did not match reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also described discrimination within the military, saying recruitment and promotion were heavily influenced by regional and ethnic considerations.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/000a0745-55ed9.jpg\" alt=\"\" class=\"wp-image-4324\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/000a0745-55ed9.jpg 1000w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/000a0745-55ed9-300x200.jpg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/10\/000a0745-55ed9-768x512.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Nizeyimana said more than 1,200 people sat an examination at the former \u00c9cole Sup\u00e9rieure Militaire, or ESM, but only 142 passed.
