Huye and Nyagatare districts are behind schedule in some activities under Rwanda\u2019s $300 million agriculture transformation project, with lawmakers calling for closer follow-up as the programme approaches the end of its first phase.<\/p>\n\n\n\n

The issue emerged on Tuesday, September 29, when Parliament\u2019s Standing Committee on Land, Agriculture and Livestock met virtually with the Ministry of Local Government (MINALOC) and officials from the two districts to assess implementation of the five-year Commercialisation and De-Risking for Agricultural Transformation (CDAT) project.<\/p>\n\n\n\n

Launched in 2022, CDAT aims to help shift farming from traditional production towards commercial agriculture, while expanding irrigation, improving land management and increasing farmers\u2019 access to finance. The project is being implemented in 16 districts.<\/p>\n\n\n\n

One area where progress has been uneven is the planting of trees mixed with crops on terraces.<\/p>\n\n\n\n

Figures presented to the committee, based on the Auditor General\u2019s 2025 report, showed that Huye had reached 68% of its target, while Nyagatare had achieved only 5%.<\/p>\n\n\n\n

Officials from both districts told lawmakers that the slow progress was partly linked to contractors who failed to complete their assignments. A prolonged dry spell also caused some seedlings that had already been planted to dry up.<\/p>\n\n\n\n

Nyagatare said it terminated its contract with the contractor without paying compensation and decided to use a community-based approach instead. Under the new arrangement, residents will be paid to plant and maintain the trees.<\/p>\n\n\n\n

The district said seedlings had already been prepared and were awaiting rainfall before being planted.<\/p>\n\n\n\n

CDAT has a five-year budget of $300 million and targets the rehabilitation and development of irrigation systems covering more than 17,670 hectares, as well as land husbandry measures on more than 10,000 hectares.<\/p>\n\n\n\n

The project also includes large-scale agricultural investments such as the development of the Muvumba and Gabiro marshlands.<\/p>\n\n\n\n

The committee\u2019s review followed a resolution by the parliamentary plenary to assess progress and whether CDAT is on course to meet its objectives. A 2025 report by the Auditor General found that implementation was moving slowly, despite the first phase being scheduled to end in 2027.<\/p>\n\n\n\n

Lawmakers also criticised MINALOC for failing to provide all the information requested ahead of Tuesday\u2019s meeting.<\/p>\n\n\n\n

Committee chair Alice Muzana said the information was needed to prepare for discussions with the Ministry of Agriculture and Animal Resources (MINAGRI), which oversees the project.<\/p>\n\n\n\n

She urged MINALOC to provide requested information fully and on time in future engagements.<\/p>\n\n\n\n

The committee said it would continue monitoring CDAT and follow up on measures being taken to address the challenges identified in the districts.<\/p>\n","protected":false},"excerpt":{"rendered":"
