British authorities have brought charges against a Rwandan doctor accused of helping direct killings during the 1994 Genocide against the Tutsi, opening the first UK criminal case arising from the genocide.<\/p>\n\n\n\n

Dr Vincent Brown, 65, formerly known as Vincent Bajinya, was arrested on Monday and charged with seven offences. He is due to appear at Westminster Magistrates\u2019 Court on Tuesday.<\/p>\n\n\n\n

The charges concern alleged conduct in Kigali in April 1994 and include one count of conduct ancillary to genocide and six counts of conduct ancillary to murder as a crime against humanity.<\/p>\n\n\n\n

According to the Crown Prosecution Service, Brown is accused of encouraging others to kill members of the Tutsi ethnic group and of directing and inciting acts of murder and genocide carried out by others.<\/p>\n\n\n\n

The case is the result of an investigation by the Metropolitan Police War Crimes Team that began in 2019 following a request from Rwanda. British detectives have since travelled to Rwanda several times as they gathered evidence.<\/p>\n\n\n\n

The investigation has also involved other suspects. Five people were interviewed voluntarily in 2020 after police inquiries in Kent, Essex, London and Manchester. Four remain under investigation, while two other men arrested in 2024 and 2026 also remain under investigation.<\/p>\n\n\n\n

Commander Helen Flanagan, head of Counter Terrorism Policing London, said the case followed extensive work by the War Crimes Team and that investigations into other people suspected of offences connected to the genocide were continuing.<\/p>\n\n\n\n

Frank Ferguson, head of the CPS Special Crime and Counter Terrorism Division, said prosecutors had reviewed evidence submitted by police before deciding that the legal test for charging Brown had been met.<\/p>\n\n\n\n

The CPS stressed that the prosecution was brought independently of police and government and that Brown has the right to a fair trial.<\/p>\n\n\n\n
