{"id":3824,"date":"2026-09-19T09:33:32","date_gmt":"2026-09-19T09:33:32","guid":{"rendered":"https:\/\/thedawnrwanda.com\/?p=3824"},"modified":"2026-09-19T09:33:32","modified_gmt":"2026-09-19T09:33:32","slug":"cabinet-appoints-new-rwanda-fda-chief-senior-justice-officials","status":"publish","type":"post","link":"https:\/\/thedawnrwanda.com\/index.php\/2026\/09\/19\/cabinet-appoints-new-rwanda-fda-chief-senior-justice-officials\/politics\/","title":{"rendered":"Cabinet appoints new Rwanda FDA chief, senior Justice officials"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/09\/he-97-c017c.jpg\" alt=\"\" class=\"wp-image-3825\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/09\/he-97-c017c.jpg 1000w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/09\/he-97-c017c-300x200.jpg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/09\/he-97-c017c-768x512.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Rwanda\u2019s Cabinet has approved new senior officials at the country\u2019s food and medicines regulator and the Ministry of Justice, while endorsing policies on development cooperation, human trafficking, environmental protection and investment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decisions were taken at a Cabinet meeting chaired by President Paul Kagame at Village Urugwiro on Sept. 18, according to the Office of the Prime Minister.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the Rwanda Food and Drugs Authority, Associate Professor Raymond Muganga was appointed director general, while Dr. Jean Pierre Munyampundu was appointed director general in charge of food, and Dr. Monia Kabandana will head laboratory services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Muganga had been serving as acting director general of Rwanda FDA since Aug. 13, 2026, after previously heading its Laboratory Services Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Ministry of Justice, Bibiane Umuzayire Burayobera was appointed permanent secretary, while Jean Pierre Rwagasana was named director general in charge of corporate services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Cabinet also appointed Olivier Mushimire as secretary general of the Senate, Charles Munyaneza as director general of the National Rehabilitation Service and Chadia Ingabire as director general in charge of corporate services at the Ministry of Local Government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the Rwanda Law Reform Commission, Parfait Izere was appointed vice president, with Marie Jeanne Munezero and Samuel Ngirinshuti appointed commissioners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting approved Rwanda\u2019s Development Cooperation Policy 2026-2050, which sets a framework for working with development partners and emphasises results, transparency, accountability and coordination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cabinet also approved the National Policy to Combat Trafficking in Persons, aimed at preventing trafficking, protecting and supporting victims, prosecuting offenders and strengthening cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several environmental and climate-related measures were also approved, including draft laws governing the environment and climate change and establishing Rwanda\u2019s Environment and Climate Change Fund.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On investment, Cabinet approved an agreement between the Rwandan government and Chery Holding Rwanda Ltd for the construction of an electric-vehicle assembly plant in Rwanda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also approved an addendum between the government and DP World Logistics Ltd covering the second phase of construction of the Kigali inland port and expansion of cold-storage facilities at the Rubavu inland port.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cabinet further approved a loan agreement between Rwanda and the International Development Association for additional financing for a digital acceleration project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting also approved measures covering mineral and quarrying licences, wildlife use and biodiversity-related permits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four foreign representatives were approved, including Cyprus High Commissioner Kornelios S.
