Rwanda has introduced new rules governing environmental protection and climate change, strengthening safeguards against pollution and environmental damage while expanding mechanisms for financing climate-related projects.<\/p>\n\n\n\n

The new framework, introduced by the Ministry of Environment, sets tighter requirements for pollution control and waste management and provides for stronger safeguards around gas extraction and other mining activities, with the stated aim of protecting public health and limiting environmental degradation.<\/p>\n\n\n\n

It also establishes rules governing climate finance and Rwanda\u2019s carbon market, as the government seeks to use environmental initiatives to attract investment and support its broader economic development goals.<\/p>\n\n\n\n

Rwanda\u2019s environment authority, REMA, recently said the country had generated more than $1.5 million, or over 2.2 billion Rwandan francs, through the carbon market. The market currently has 29 registered projects.<\/p>\n\n\n\n

Carbon markets allow projects that reduce or remove greenhouse gas emissions to generate carbon credits that can be sold to buyers seeking to offset emissions. In Rwanda, eligible projects include forestry and biodiversity conservation, renewable energy and other activities that reduce greenhouse gas emissions.<\/p>\n\n\n\n

Projects eligible for the carbon market are linked to sectors covered by Rwanda\u2019s Nationally Determined Contribution, or NDC, under the Paris Agreement. These include agriculture, forestry, transport, energy and waste management.<\/p>\n\n\n\n

The government has also established procedures for organisations seeking to participate in the carbon market, with REMA responsible for overseeing its implementation.<\/p>\n\n\n\n

Rwanda aims to cut greenhouse gas emissions by 38% by 2030. The government expects domestic projects and measures to account for reductions of about 3.5 million tonnes of carbon, while international support and projects are expected to deliver a further 4.5 million tonnes.<\/p>\n\n\n\n

The new law also expands the mandate of Rwanda\u2019s Environment and Climate Change Fund, known as FONERWA, to promote environmentally responsible investment, mobilise sustainable financing and support climate-related projects.<\/p>\n\n\n\n

Under the new framework, the fund will be able to use a wider range of financing mechanisms and provide advisory services to support the country\u2019s green growth programme.<\/p>\n\n\n\n

A dedicated investment unit is also planned to help mobilise private-sector capital and speed up access to financing for environmental and climate projects across the country.<\/p>\n","protected":false},"excerpt":{"rendered":"
