If it\u2019s a bad intention, we\u2019ll put very heavy tariffs on Europe,\u201d Trump told reporters, also raising the possibility of stopping trade with Europe on some goods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The warning followed European Commission President Ursula von der Leyen\u2019s proposal to make Canada the EU\u2019s first associate member, an idea she presented during her annual State of the European Union address in Strasbourg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would like to work with you on opening the door for Canada to be the first associate member of the EU,\u201d von der Leyen told Canadian Prime Minister Mark Carney, who attended the address and is due to speak to the European Parliament.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Von der Leyen said the EU and Canada should broaden their relationship beyond trade to include technology, defence, energy, critical minerals, artificial intelligence, cybersecurity and cooperation in the Arctic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal comes as Canada seeks to strengthen ties with Europe while facing trade tensions with its biggest trading partner, the United States. Carney has pushed for closer relations with the EU as Ottawa seeks to diversify its economic partnerships.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"480\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/09\/images-2-5.jpg\" alt=\"\" class=\"wp-image-3758\" style=\"width:733px;height:auto\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/09\/images-2-5.jpg 640w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/09\/images-2-5-300x225.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The EU and Canada already have a free-trade agreement that removed most tariffs between them. Canada also became the first non-EU country to join the bloc\u2019s defence loan programme this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, \u201cassociate membership\u201d has no established status under EU treaties, leaving the details of the proposal unclear.
