Dennis Saylor IV in Massachusetts issued a preliminary injunction on Monday, saying the rule could cause \u201ccatastrophic\u201d harm to the U.S. economy and higher education system. The order applies nationwide while the legal challenge continues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rule, finalized in July, would have limited student and exchange visitor visas to four years and journalists\u2019 visas to 240 days, except for Chinese journalists, whose visas would have been limited to 90 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Visa holders could seek extensions, but decisions would have been left to Department of Homeland Security officials, with no right to appeal a denial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DHS said the restrictions were intended to reduce visa fraud and make it easier to prevent overstays. But Saylor questioned whether the policy could be used for other purposes, including against journalists critical of the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe weakness of the connection between the rule and its purported rationales raises legitimate questions\u201d about whether it had undisclosed goals, the judge wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The case was brought by organizations representing nearly 600 public and private higher education institutions and labor groups.
