Gen. Ruki Karusisi, commander of the RDF\u2019s 5th Division, and officers from the Uganda People\u2019s Defence Force (UPDF).<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"682\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/csm_1_jpg_87a2bbc83c-e443b.jpg\" alt=\"\" class=\"wp-image-3302\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/csm_1_jpg_87a2bbc83c-e443b.jpg 1000w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/csm_1_jpg_87a2bbc83c-e443b-300x205.jpg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/csm_1_jpg_87a2bbc83c-e443b-767x523.jpg 767w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Maj. Gen. Paul Muhanguzi, commander of the UPDF\u2019s 2nd Division, welcomed the Rwandan delegation and said the security of the two countries was closely connected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Muhanguzi said the relationship between Rwanda and Uganda went beyond their shared border and called for continued cooperation between the two militaries to protect communities living on both sides.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also thanked the leaders of the two countries and their military authorities for supporting efforts to strengthen cooperation and relations between Rwanda and Uganda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karusisi said the border should remain an area of peace, lawful movement, trade and cooperation rather than a source of insecurity or misunderstanding.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"591\" https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/2_jpg_1_-39c0e-766x453.jpg 766w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">He said commanders on both sides had a responsibility to maintain dialogue, build trust between the two forces and address emerging issues through communication and coordination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karusisi also said the positive relationship between Rwanda and Uganda was an important basis for strengthening military cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the meeting, the RDF and UPDF delegations joined local authorities and residents in Kamwezi, Rukiga District, for a tree-planting exercise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Proximity Commanders\u2019 Meeting is held quarterly and provides a regular forum for commanders from the two forces to assess security along the common border and discuss issues affecting communities in the area.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"568\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/5.jpg.jpg-d58dc.jpg\" alt=\"\" class=\"wp-image-3304\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/5.jpg.jpg-d58dc.jpg 1000w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/5.jpg.jpg-d58dc-300x170.jpg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/08\/5.jpg.jpg-d58dc-768x436.jpg 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The meetings are also intended to strengthen coordination between the RDF and UPDF and find solutions to cross-border security concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest meeting is the eighth since the forum was established and reflects continued military-level engagement between Rwanda and Uganda on security matters along their
