While VAT systems encourage businesses to comply throughout the supply chain because firms need invoices to claim tax credits, consumers often have little incentive to ask for receipts, making it easier for some sales to go unreported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To close that gap, the RRA and the Ministry of Finance and Economic Planning (MINECOFIN) introduced Tengamara na TVA, a rewards program that offers incentives to consumers who request VAT invoices. The program was expanded in July 2025 under a second phase known as Tenga Promo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy was developed with technical support from ODI Global through its TaxDev programme, which assessed the feasibility of consumer incentive schemes and reviewed international experience with similar approaches. The analysis examined behavioural responses, implementation costs, fiscal risks and digital delivery mechanisms before recommending a system that would make participation simple and automate rewards through Rwanda&#8217;s existing electronic invoicing infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The emphasis on digital integration allowed the programme to minimise administrative costs while improving transparency and reducing opportunities for fraud, according to the policy assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Early results suggest the approach is changing taxpayer behaviour.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By mid-July 2025, more than 120,000 consumers had registered for the programme, generating about 2.7 million VAT invoices with a combined value of 154 billion Rwandan francs (about $106 million).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the same period, the number of businesses using electronic billing machines rose to 148,000 from 118,000 a year earlier, reflecting broader adoption of Rwanda&#8217;s digital tax reporting system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RRA said invoices submitted through registered consumers generated 23.4 billion Rwandan francs (about $16 million) in VAT revenue, while participants received 2.3 billion francs (about $1.6 million) in rewards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The increase in reported transactions helped the tax authority surpass its annual VAT collection target, achieving 104% of planned revenue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme reflects a shift in Rwanda&#8217;s approach to tax administration, combining behavioural incentives with digital technology to improve voluntary compliance rather than relying solely on audits and enforcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rwanda has made domestic revenue mobilisation a central pillar of its fiscal strategy as it seeks to strengthen public finances and reduce dependence on external financing. Officials view higher voluntary tax compliance as essential to broadening the country&#8217;s tax base while lowering the cost of revenue collection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tax policy specialists have increasingly pointed to consumer incentive schemes, including VAT receipt lotteries and reward programmes, as tools that can improve compliance when supported by reliable electronic invoicing systems.
