{"id":2233,"date":"2026-07-08T18:53:05","date_gmt":"2026-07-08T18:53:05","guid":{"rendered":"https:\/\/thedawnrwanda.com\/?p=2233"},"modified":"2026-07-08T18:53:56","modified_gmt":"2026-07-08T18:53:56","slug":"tax-revenue-tops-target-by-4-as-collections-rise-nearly-28","status":"publish","type":"post","link":"https:\/\/thedawnrwanda.com\/index.php\/2026\/07\/08\/tax-revenue-tops-target-by-4-as-collections-rise-nearly-28\/economy\/","title":{"rendered":"Tax revenue tops target by 4% as collections rise nearly 28%"},"content":{"rendered":"\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"772\" height=\"564\" src=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/07\/687673122_1276798871300911_5182925472243510455_n.jpg-ad78f.jpg\" alt=\"\" class=\"wp-image-2234\" style=\"width:813px;height:auto\" srcset=\"https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/07\/687673122_1276798871300911_5182925472243510455_n.jpg-ad78f.jpg 772w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/07\/687673122_1276798871300911_5182925472243510455_n.jpg-ad78f-300x219.jpg 300w, https:\/\/thedawnrwanda.com\/wp-content\/uploads\/2026\/07\/687673122_1276798871300911_5182925472243510455_n.jpg-ad78f-768x561.jpg 768w\" sizes=\"auto, (max-width: 772px) 100vw, 772px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Tax revenue exceeded the government&#8217;s target during the 2025\/26 fiscal year, driven by stronger economic growth, improved voluntary tax compliance and new tax measures, the Rwanda Revenue Authority (RRA) said Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tax authority collected Rwf3.956 trillion, surpassing its target of Rwf3.795 trillion by 4% and recording a 27.7% increase compared with the previous fiscal year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RRA Commissioner General Ronald Niwenshuti attributed the performance to stronger economic activity and increased voluntary tax compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Taxpayers have increasingly embraced voluntary tax compliance,&#8221; Niwenshuti said during a news conference, adding that the economy expanded by about <strong>11%<\/strong> across the four quarters of the fiscal year, broadening the country&#8217;s tax base and boosting tax collections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taxes transferred to local government entities reached <strong>Rwf137.9 billion<\/strong>, exceeding the annual target by <strong>2.4%<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The RRA also registered <strong>126,282 new taxpayers<\/strong>, who contributed nearly <strong>Rwf15 billion<\/strong> in revenue, while the authority recovered <strong>Rwf277 billion<\/strong> in outstanding tax arrears.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Growth in tax receipts was supported by increased business activity across several sectors. The value of commercial transactions rose by <strong>23.7%<\/strong>, while VAT-taxable sales increased by <strong>59.2%<\/strong>. Taxable corporate profits grew by <strong>22.9%<\/strong>, contributing to higher corporate income tax collections, while Pay-As-You-Earn (PAYE) tax revenue increased by <strong>16%<\/strong>. Taxable imports processed through customs also rose by <strong>29.6%<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the RRA, recently introduced tax measures also generated more revenue than expected. The reforms were projected to raise <strong>Rwf259.2 billion<\/strong>, but collections reached <strong>Rwf286.7 billion<\/strong>, equivalent to <strong>110%<\/strong> of the target.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the 2026\/27 fiscal year, the authority has set a domestic tax revenue target of Rwf4.64 trillion, while taxes earmarked for local governments are projected to reach Rwf165.9 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If achieved, domestic tax revenue will finance <strong>61.6%<\/strong> of the national budget, reflecting the government&#8217;s continued efforts to strengthen domestic resource mobilization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To meet the new target, the RRA said it will focus on expanding taxpayer registration, improving timely tax filing and payment, and promoting accurate tax declarations.
