It is based on Rwanda\u2019s Constitution and the Organic Law governing public financial management and state property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law states that the national budget consolidates all revenues and expenditures to be implemented within a single fiscal year, covering both recurrent and development spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The President has final approval authority over budget execution, while the Minister of Finance is responsible for authorizing and disbursing funds from the State Treasury.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senior finance officials have been designated across government institutions, including ministries, Parliament, the judiciary, the City of Kigali, districts and other public entities, to oversee budget implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following approval, the Ministry of Finance informs each institution of its allocation and requires detailed annual spending plans. Once reviewed, institutions are authorized to begin spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Budget releases are generally issued quarterly in line with fiscal guidelines, though the Finance Minister may approve monthly disbursements depending on cash flow into the treasury.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Local government executive committees are required to communicate allocations to subordinate entities and ensure they prepare implementation plans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Disbursement depends on revenue inflows, cash availability and government spending priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The law aims to strengthen public financial management, improve efficient use of public resources and enhance transparency and accountability across government institutions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Government of Rwanda has approved a 7.8 trillion Rwandan franc (RWF) national budget for the 2026\/27 fiscal year, covering domestic revenue, grants and loans.
