About Plan International Rwanda  

Since 2007, Plan International is operating in Rwanda. Since then, Plan International Rwanda (PIR) has worked with local communities, key actors, and duty bearers to change harmful gender and social norms and legal and policy frameworks that hinder children’s full potential. Plan International Rwanda was and still advances children’s rights in Rwanda by working in strategic partnerships, coalitions, and networks with like-minded organizations.

Plan International Rwanda is implementing the Bike for the Future Project (2023–2026), targeting 3,600 youth (60% girls) in Gatsibo,  Bugesera,  districts. This project benefited from the Road World Championship Cycling in Rwanda (2025) to advocate for young women’s rights in terms of social and economic empowerment, to access the career path of their choice, whether it be for jobs opportunities traditionally held by men such as mechanics, science, technology, transport, engineering and mathematics but also cycling. The main priority is to ensure that young people (especially girls) have full access to the labour market through market-oriented skills development, integration projects and sport. All to get them ready to become respected leaders of change for inclusion and gender equality in their communities.

The expected impact of the project is: Young people, especially young women, pursue decent work opportunities of their choosing, whether wage employment or self-employed. 

Accordingly, the Project is geared towards achieving the following specific outcome results:

Young people, especially young women in their diversity, build on and develop their skills for wage or self-employment opportunities.

The objective is:

  1. To build on and develop the technical skills of youth for wage or self-employment opportunities, especially in mechanics or STEM sector, making the most of the bicycle industry.
  2. Young people increase their foundational capabilities needed to act as effective drivers of change in line with human rights, gender equality and inclusion.

The objective is to strengthen the social skills of youth to advocate for their rights and prevent gender-based violence through sport practices.

III. Families adopt positive norms and practices supporting young people, especially young women in their diversity, to participate in SOYEE training and activities and pursuing wage or self-employment opportunities of their choosing.

The objective is for the 3,600 (2,400 direct &1,200 indirect) youth among which 60% girls to benefit from the support of their parents and communities to access education opportunities and sport practices of their choice.

  1. Private sector companies are committed to employ young people, especially young women in their diversity.

The objective is for private sector companies to demonstrate a commitment to support youth in accessing economic opportunities of their choosing.

Purpose of EoI: 

Currently, Plan International Rwanda is implementing several projects in partnership with local NGOs and civil society organizations and other Community-based organizations in Rwanda. 

Plan International Rwanda is seeking a prospective Implementing Partner for the implementation of Bike for Future project to be implemented in the two (2) districts of Rwanda (Gatsibo and Bugesera  

The purpose of the Call for Expression of Interest is to identify an eligible local implementing partner to support delivery of project components at district and community levels with a strong background and demonstrated experience in project implementation at the grass-root level in the proposed districts.

Submission: 

Interested local organizations qualifying below eligibility criteria are invited to submit their Expression of Interest using the following steps;

Eligibility Criteria: 

Legal and Institutional Eligibilty:

  • Local CBO/NGO/FBO/Youth/Women-led organizations must be Not-for-profit organizations registered in Rwanda 
  • Preference will be given to the organizations based at the district level (Gatsibo and Bugesera) however, organizations working at the national level can also apply. 
  • Minimum 2 years of working experience and demonstrated experience in youth, gender, sport, or economic empowerment
  • Minimum annual operating budget from 50 Million (50m) RWF and above. 
  • Applications must be submitted in English.  

Technical Capacity and Experience:

The organization must demonstrate proven experience in all of the following areas;

  • Experience using cycling sport as a tool for empowerment, social change, or GBV prevention.
  • Ability to organize and manage community level cycling sport activities.
  • Experience working with private sector companies.
  • Ability to facilitate internships, apprenticeships, mentorships, or employment pathways.
  • Experience developing partnerships that support youth access to economic opportunities.
  • Ability to manage donor-funded projects.
  • Experience in planning, budgeting, reporting, and monitoring project results.
  • Qualified staff with relevant technical expertise.
  • Experience managing multi-component projects.
  • Ability to reach at least 796 direct and 2196 indirect beneficiaries 

Scope of Partnership

Selected partners will implement activities under the following areas:

  • Youth economic empowerment and entrepreneurship
  • Sport4Change programming 
  • Gender equality and GBV prevention
  • Community norm change
  • Private sector engagement and job linkages

Submission: 

  • Expression of Interest: Interested organizations are requested to submit their interest using this online link not later than 23rd February 2026 (- 2100 local time).
  • Concept Note Submission: Please use this link (Annex B – Concept Note Template) to download a specific template for the concept note submission not later than 5th June 2022 (Sunday – 2100 local time). The concept note will be attached to the google form for submission attached above. 

Selection Process:  

An evaluation committee will assess applications to identify an implementing partner that have the relevant skills & capacities and comparative advantage to support the achievement of results described in the given specific.

It should be noted however that participation in this Call for Expression of Interest does not guarantee selection for partnership with Plan International Rwanda. The selected organizations will be invited to review and finalise partnership agreements following the criteria outlined in Annex A and applicable policy and procedures on partnership with the selected partner. 

Only successful organizations will be contacted through the official plan International Rwanda Email.

Plan International Rwanda reserves the right to accept or reject any Expression of Interest and to cancel the selection process and reject all Expression of Interest at any time, without thereby incurring any liability to the affected Implementing Partners.  The selected partners will work with Plan International for 1 year starting from March to 2026 to December 2026, however annual partnerships agreement will be signed based on the availability of the funding. Both current and prospective partners should respond to this EOI.
