
SPIU Coordinator at National Child Development Agency ( NCD): (Deadline 16 February 2026)
Job responsibilities
1. Project Development and Strategy
Take the lead in the preparation of draft project proposals under SPIU for review by MINECOFIN, in close collaboration with concerned NCDA departments and units;
Ensure contribution of donor funded projects under NCDA to relevant Government policies, strategies at design, planning, and implementation stages;
Ensure that NCDA Management’s orientations are translated into project operations;
Report to the NCDA leadership on project strategy implementation;
Host appraisal/ supervision missions of development partners working with NCDA;
Ensure that Technical Assistants (TAs) under donor-funded projects at NCDA provide contributions to sector dialogue (e.g., at Technical Working Group TWG level);
Advise NCDA on policy dialogue related to donor-funded projects;
Oversee studies undertaken through donor-funded projects under NCDA and ensures that their recommendations serve as inputs at the policy level;
Monitor progress of sector indicators as related to donor funded projects under NCDA;
Contribute to the child development, nutrition, and protection sub-cluster.
2. Project Planning, Implementation, Monitoring, Evaluation, and Reporting
Lead and supervise activities in planning, implementation, monitoring, evaluation, reporting, and closing of donor– funded projects under SPIU NCDA;
Ensure alignment of these projects with Government strategic orientation and procedures (operational and fiduciary), as well as their compliance with modalities agreed between the NCDA and donors;
Ensure integration of donor-funded projects under NCDA in the planning, M&E, and reporting mechanisms of the sector and of possible implementing agencies;
Supervise and optimize coordination and monitoring processes of donor– funded projects by SPIU NCDA; Ensure regular submission and approval of project implementation plans and budgets in line with modalities agreed between NCDA and Donors;
Chair Project Management meetings and technical committee meetings of projects implemented under the NCDA-SPIU.
Approve NCDA-SPIU action plans and procurement plans;
Closely follow up on project implementation and result effectiveness;
Take action to avoid delays and enhance the project’s effectiveness towards objective achievement;
Supervise collaboration with partner institutions for the implementation of grant agreements with a focus on smooth, timely implementation and results orientation; makes recommendations to concerned stakeholders for improvements.
Ensure compliance of implemented activities with project requirements;
Supervise preparation of reports (activity and financial) based on guidelines and requirements of NCDA and donors;
Support and closely follows mid-term
reviews and end of project reviews;
3. Administrative and fiduciary Management of donor-funded projects
Ensure adequateness of administrative and fiduciary management procedures of donor-funded projects under NCDA, and their compatibility with those of NCDA;
Supervise budget preparation and financial planning for donor-funded projects under NCDA;
Ensure validation of SPIU annual budgets and plans;
Monitor and approve accounting, financial reports, and budget execution;
Monitor management of contracts and grant agreements under donor-funded projects coordinated by the SPIU, and takes appropriate measures when required;
Supervise the establishment, implementation, and regular updating of procurement plans;
Supervise coordination between SPIU and the procurement and finance units of NCDA to ensure proper procurement and finance management;
Initiate and follow up on cash requests to Development Partners;
Supervise management and preservation of all records in line with requirements;
Supervise audit processes and the implementation of audit action plans;
4. Supervisory role
Supervise and coaches NCDA -SPIU program/project managers and staff;
Contribute to the coordination and regular evaluation of Donor– funded technical assistance staff.
Ensure demonstration of high ethical standards among the SPIU staff.
Ensure effective communication and creation of teamwork among the NCDA – SPIU Staff.
5. Stakeholder engagement
Build and strengthen partnerships with stakeholders in government, development partners, and service providers in view of achieving the objectives of Donor– funded projects under NCDA;
Participate in sector studies, formulation of new interventions, and reviews of ongoing interventions under the SPIU;
Represent NCDA in meetings with other stakeholders as well as other meetings, conferences, seminars, and workshops when delegated.

Qualifications
- Master’s in Project Management5 Years of relevant experience
