
President Paul Kagame met Tuesday with African Development Bank Group President Sidi Ould Tah in Kigali to discuss strengthening cooperation and expanding investment in Rwanda.
The talks focused on the partnership between Rwanda and the AfDB, including efforts to accelerate investment, economic growth and development in Rwanda and across Africa, according to a statement from the Office of the President.
Ould Tah was in Kigali to attend the Africa Mindset Reset Forum 2026, a two-day conference bringing together African leaders and other stakeholders to discuss the continent’s development priorities.
The meeting comes as the AfDB plans to increase its financing of Rwanda’s agriculture sector, which has historically received a smaller share of the bank’s investment than infrastructure.
The bank plans to invest more than $400 million in agriculture in Rwanda over the next three years, according to information provided by the bank.
Infrastructure accounts for about 87% of the AfDB’s committed investment in Rwanda. Water and sanitation make up 34% of the portfolio, followed by energy at 30%, multisector projects at 11%, finance at 10% and transport at 9%.
Agriculture, communications, social development and urban development together account for about 6% of the bank’s investment portfolio.
The AfDB began operations in Rwanda in 1974 and has supported projects in areas including roads, energy, industry and agriculture.
In November 2025, the bank approved a $9.4 million grant to support efforts to reduce the impact of floods and other disasters, particularly in Rusizi and Karongi districts in Western Rwanda.
The Africa Mindset Reset Forum was organized by the African School of Governance, an institution established by Kagame and other partners.
The meeting comes as Rwanda seeks to attract more investment into productive sectors such as agriculture while continuing to expand infrastructure and other areas supported by development financing.
